Business incubators have been essential for the take-off of the new economy.

As recalled in the report , released by the European Commission, and despite the fact that they are currently out of favour, new economy incubators have shown that the business incubation process can operate successfully. Moreover, business incubators can participate directly in regional development. The report allows a regional approach based on case studies. A quick glance to some initiatives helps to demonstrate that regional disparities can be overcome. In Denmark, the CAT Science Park(Centre for Advanced Technology) acts as an intermediary between the research community and private industry. It is located in a prosperous region close to the capital city.In Sweden, the Mjärdevi Science Park incubator has a technology focus but work in this focus must be reflective of the region's strength. The role of the incubator is thus to participate in regional development. In Portugal, the Virtual Science Park takes a different strategy, creating a network of science parks with Germany, Finland and Greece to speed up development in a so-far peripheral area for Internet developments.
