Generic e-Learning Environments and Paradigms for the New European Information and Communication Technologies Curricula

The ICT skills shortage will be addressed through the development of new contents; the investigation of different mechanisms and the development of a pilot e-learning environment.
The project addresses the ICT skills shortage through the following activities:
1. New Curricula Content development, based on the New ICT Curricula guidelines proposed by Career Space Consortium, focusing on five different strands: Undergraduate, Postgraduate, Non-traditional learners, Multidisciplinary Curricula and Training;
2. Investigation of different innovative instruction/content delivery mechanisms, corresponding to the new pedagogical paradigms based on the new ICT Curricula and e-learning platforms of the partners.
3. Development of pilot pan-European collaborative e-learning environment.
4. Evaluation and validation of the approaches and dissemination of the results.

Teleworking in Rural Areas: a Reality in the Pyrenees

ICT directly provides new jobs opportunities assuming that jobs applicants have the required competencies or can access on-line training sessions. Telework is an alternative for reviving depressed areas and create new fields of expertise.
Ribes de Freser is a small town placed in Pyrenees mountains, in Girona (Spain), a 1 ½ hour' drive from Barcelona. As many other mountain areas, the Freser Valley suffers from a lack of people living there all year. Many houses, flats and villas are only occupied in the summer or during weekends, by non-residents living in the city who like the natural landscape -but only for short periods of time.
It is in that scenario that the centre known as Televall is trying to attract people who aim to live all year in Ribes de Freser and telework from that village. Televall offers advanced infrastructure, technical support and connectivity (128 Kb line) with 3 servers, several computers and some facilities (plotters, scanners... ), also with meeting rooms, training classrooms and other equipment and facilities.
When Televall began its operations and teleworkers landed in the town in some number, a completely unexpected problem appeared: there were very few flats to rent in the area, due to the town's heavy summer residential specialization. So Televall added a new function to its offer and now is promoting the construction of new buildings in the area and the restoration of old masias (traditional country houses).

Establishment of a Dynamic Web Tool to Assist SMEs in Self-Assessment of ICT (e-Business Solutions) Competence and Training Needs

The ANTRA project will develop an on-line assessment tool to identify ICT training needs for SMEs in the service sector.
It also aims to increase awareness of ICT potential in business development with a view to increasing future competitiveness. Being able to identify these needs is crucial for SMEs with limited resources and scarce ICT competencies.
A dynamic web site will assist the SMEs in analysing their needs (both hardware and software for e-business solutions), analysing the competence of staff and areas for further development in the enterprise chain. Upon completion of the analysis, this tool will identify staff's existing qualifications and further training needs.
The main targets are companies in low or medium tech industry, such as the service sector. Each project partner will develop a national pamphlet with a presentation of the product. These materials will be distributed through the partner's network, and through business associations and training suppliers.

Information Technology and Communication in Training Paths and Electronic Editing

New training paths will be develop to acquire new skills in the electronic editing sector.
Technological innovations create the need for new professional profiles that are able to manage and use new communication and information technologies to produce multimedia texts and e-market products. The project will have the following phases: project planning, researching training needs in the sector, activity planning on the basis of the data produced, module planning, training curricula planning and validation, monitoring and finally evaluation and testing.
The final product will be based on the results of the research into the training needs of enterprises within this sector. The project will target young people in initial vocational training and employees within the communication and editing sectors in the form of continuous training and improving their adaptability to the technological innovations within the sector. The results and products will be disseminated through meetings, organised events and web sites.

Based Vocational Communication for SMEs in Europe

VoCTE focuses on the urgent need to improve strategic skills in business communication.
The main objective is to contribute to enhancing plurilingual vocational communication competencies, primary target groups being SME staff and LSP (Language for Specific Purposes) trainers in France, Germany and Norway. Instead of aiming at producing one lingua franca, this training concept will be based on the tandem communication methodology, which involves simultaneous use of several languages, on a receptive level only. VoCTE will go through several stages where partners, academic institutions and enterprises will play different roles, drawing on the partners? complementary competence.
Immediate relevance will be ensured by the active participation of SMEs, who will play an important part in the development of business communication course modules, based on international trade situations. The resulting VoCTE training products will be produced in French, German and English, and made available in printed form, on CD-ROMs and on a web site, making them flexible and easy to access.
The results of VoCTe will be disseminated nationally and internationally, mainly through the promoter's network as National Resource Centre for Business Languages in the Norwegian Academic Network.

Learning and Accreditation Issues in Online Training for Engineers in the Maritime Transport Sector.

This project aims to develop ODL methods within companies in the European maritime transport sector.
The focus will be on the European shipbuilding and shipping industries, as they have similar requirements from the point of view of skill needs and development strategies. This project will tackle the need to ensure a well skilled, technologically capable workforce in order to maintain competitiveness and healthy levels of employment in these sectors. Four major products are envisaged:
1. A study to support the development of Internet learning.
2. An on-line technology training module in ship resistance and propulsion systems, which displays all the quality characteristics needed to satisfy learning and accreditation objectives.
3. Enhancement of existing training modules developed under Leonardo I and the Tamar project - such as development of small craft technology and design for training, and ensuring that these fit the learning and accreditation requirements identified.
4. Guidelines on the strategic aspects of accreditation within the marine engineering profession, for accrediting bodies and universities in the maritime sector. WEGEMT, an association of 43European universities, will ensure that training providers and potential users are informed of project developments and final results. The RINA, as the professional engineering body, will be responsible for disseminating information to industry. Publications and conferences by these organisations will enhance distribution.

Electronic evaluation system for VET

This project responds to the need to develop increasingly effective VET evaluation methods, according to the importance given to them by project managers and promoters.
The purpose of the "e-Val" project is to create an ITC based system that will allow the generation of individual project evaluation systems; the sharing of data between project managers, promoters and evaluators, and the pooling of data across projects.
The result, an evaluation tool in a multilingual web site format, will have four component parts:
1. An interactive information section which will provide users with an on-line ´handbook´ on evaluation, accessible at a range of levels and customised to different user groups.
2. An evaluating section that project managers can use to create an evaluation system. It will, via drop-down menus, generate data collection tools, analysis tools, appropriate performance indicators, etc.
3. A shared learning space for evaluators and project managers, including a bulletin board and a chat room.
4. An object-related database and metadata coding system which will enable the semantic tagging of evaluation documents and the SQL to interrogate these across projects.
The primary target groups are project promoters, project managers, trainers and policy makers. The project is a horizontal measure, and therefore the outputs will be relevant to all sectors and users in VET at all territorial levels. Each project partner will be responsible for disseminating the results in its own member state.

Supply Chain Management in the Music Industry Across the Internet

It will create an on-line vocational training qualification tool on supply chain management, which will enable companies to make use of the Internet.
This will be done by contributing to upgrading the skills of technical staff in ICT and ensuring that the opportunities presented by the Internet are fully exploited by small businesses.
This project will comprise the following steps:
1. Identifying the changing trends of web-based supply chain management in the music industry;
2. Evaluating the implications of the marketing strategy of SMEs;
3. Describing new forms of buyer-supplier integration and interactivity emerging from virtual distribution integration;
4. Developing a diagnostic tool kit for supply chain management on the Internet, designed in a modular format, with the potential to be customised appropriately for organisational needs;
5. Testing the diagnostic tool kit across SMEs and disseminating the results to organisations involved in the music industry.
This vocational training tool will be available in four languages: English, Finnish, Danish and German, so that its mainstreaming potential goes beyond the partner countries.

Testing ground for an open and on-line system for planners of interregional and international training activities for SMEs.

This project is based on the rise of a new profession, namely that of the planning or provision of inter-regional/international European training activities.
The partners intend to identify the skills required by planner-providers of inter-regional/international training activities, and then pinpoint open and distance training opportunities for the acquisition of the key skills identified.

On-Line Intelligent Training System for Internet Marketing by SMEs

The project will focus on the specific needs of SME employees in the service sector which will be investigated for business-to-consumer e-commerce activities in marketing.
This project will develop an On-Line Intelligent Training System for Internet Marketing by SMEs. The project is based on the findings of surveys and analysis that showed that SMEs are in the very early stages of designing and maintaining their web sites.
They do not feel empowered with the appropriate skills and expertise to market themselves through the medium of the Internet, and employees do not have the skills and expertise to adopt a marketing mix to different markets.This will be achieved through focus groups, interviews, questionnaires and case studies to be carried out in each partner country.
The findings of the case studies will be stored in a database which will be linked to a web site and will provide a benchmarking profile for each case study provided.
The main outcome of the project will be to deliver an on-line intelligent training system for Internet marketing by SMEs that will offer both system and human responses to specific queries and will be translated into the language of each participating country.
