It aims at the international development of a structure, including a webbased platform, its own knowledge base, online-seminars and the background structures.

The project aims at the joint, international development of a complete e-learning structure, including a webbased platform, its own disciplinary knowledge base, online-seminars and the respective background structures in terms of assessment and modularised e-content appropriate for further exploitation. The whole structure will be developed by small and medium-sized institutions in a decentralised way, supported by others, already experienced in the field, to strengthen their position on a highly competitive market. At the same time it is suitable to support the transition of traditional universities to mixed mode ones in accordance to the Lisbon declaration of the European Council.

In the first line the project aims at university staff members to acquire new qualifications concerning future tasks of higher education institutions and important for modern academic careers. In the second line also students will be among the beneficiaries due to a better flexibility of courses and study programmes and a better access to knowledge resources. Finally, managers and administrators of small and medium-sized institutions will be trained in future oriented forms of organising higher education and international co-operation as well as in new forms of improving the institutions' revenues.

A well structured dissemination policy ensures the wide despersal of the know how developed by the project.
